The National Cancer Center was established in 1962 in Tsukiji, Tokyo, by the Ministry of Health and Welfare as the sole national government-supported cancer center in Japan, and it consists of a Research Institute, Hospitals, Research Center for Cancer Prevention and Screening, Center for Cancer Control and Information Services, and Administration Department. Since its establishment, the Research Institute has been the nation's leading cancer research institution and one of the leading cancer research institutes worldwide. In 1993, a new branch of the Research Institute was opened on the same grounds as the National Cancer Center Hospital East in Kashiwa, Chiba. In 2005, the branch was merged into the Hospital East, with its reorganization to be the Research Center for Innovative Oncology. The institute has had two basic and unifying purposes ever since its establishment to achieve cancer control by means of close collaboration with hospitals and the government, and to serve as the core institute promoting cancer research in Japan. The activity of each Division has been formally evaluated since 1994 by an evaluation committee consisting of 6-7 members from outside the Center. Division Chiefs are now responsible for orally presenting the activity of their Division in detail and for submitting a written summary of its activity and a list of its publications to the evaluation committee every three years. In addition to a journal club meeting and a work conference held in each Division at least once a week, an institutional research conference and an joint medical conference are held monthly, with two or three speakers from different Divisions presenting their results.

In 1966 the Research Institute began annual publication of "Collected Papers," in which all of the articles published in English were compiled in book form. After 1992, however, publication was discontinued, and an "Annual Report," first published as a joint 1992-1993 volume, has been published every year to summarize the research activities of each Division, Section and Project, as well as to outline our progress to the international scientific community.
